Welcome to "Our Gensokyo". Touhou is a franchise deeply focused on its fandom, which ends up encouraging fans to create their own personalized interpretations of Gensokyo and all of the characters within. No Flandre Scarlet or Wriggle Nightbug will be the same, no matter who you ask; and this is something that's very accepted. Some fandoms can get up in arms about what kind of headcanons you make, but in Touhou, you can basically do whatever you want. Some people headcanon Koishi Komeiji as murderous and apathetic, and others characterize her as kind and ditzy. And that's just one well-known example.
